Who Is Enfranchised by Remote Voting?

چکیده

The UK government’s experiments withr remote voting (by post, Internet, telephone and SMS) have focused on increasing turnout at elections. The data so far however show that those already most likely to vote, and those with an incentive to commit electoral fraud, have received the greatest benefit. This has not provided a solid base for the public trust necessary to “e-enable” elections, and has led to calls for universal eligibility for postal voting to be removed.

Technology and Politics: Incentives for Youth Participation

No other group is as disengaged from elections as youth. Voter turnout in the United States trails that of other industrialized societies, and is particularly anemic among youth between the ages of 18 and 24. The under-representation of youth voters has been observed ever since eighteen year olds were enfranchised in 1972 (for evidence, see Levine and Lopez, 2002; Bennett, 1997). In the 1976 el...

Remote e-Voting and Coercion: a Risk-Assessment Model and Solutions

This paper, useful to anyone who has to address the public and representatives of the world of politics, focuses on the specific topic of resistance to vote-coercion. By using a model, we want to illustrate the implicit – and possibly realistic assumption that vote-buying is not profitable or doable in current conditions. But these assumptions do not necessarily hold good in all environments. F...

The Case for Networked Remote Voting Precincts

Voting in national elections from the comfort of one’s home computer may never be practical or secure, but we argue that remote network voting can be both practical and secure. Provisional and postal absentee ballots, which trade some amount of anonymity for the ability to determine the eligibility of a distant voter, serve as a template for how electronic remote voting might proceed. We propos...

Verifiable Remote Voting with Large Scale Coercion Resistance

Remote voting, in which every voter can cast his vote from the convenience of his home, brings many new security and privacy threats not found in conventional precinct-based elections. We develop a cryptographic protocol for remote voting with several useful security properties. First, it provides end-to-end verifiability for the entire election system. Second, the level of security scales with...

Usability Analysis of Helios - An Open Source Verifiable Remote Electronic Voting System

Currently, rather secure cryptographic voting protocols providing verifiability exist. However, without adequate usability and abstraction concepts to explain the voting process and, in particular, the verifiability steps, they are not ready for legally binding elections. This holds in particular for remote electronic voting systems because of the absence of poll workers who can support voters ...
